Chaplain David Fair
Co-founder of the Police Chaplain Project, Chaplain David Fair, is an esteemed chaplain and crisis intervention specialist for emergency responders.
He served as the director of chaplain services with the Brownwood Police Department, Texas Dept. of Public Safety’s Critical Incident Response Team, and the Texas Dept. of Health’s Critical Incident Stress Management Network.
For many years he was a licensed peace officer and EMT, as well as a member of The American College of Forensic Examiners International.
Chaplain Andy Toopes
Chaplain Andy Toopes is senior pastor at Holy Trinity Lutheran Church Bowling Green, KY. where he’s served since 2011. He has served churches in Arkansas, Pennsylvania, and Florida.
Andy has served as a Law Enforcement Chaplain for over 25 years.
He received the John Price Award from the International Conference of Police Chaplains in 1998 and has served with the Arkansas State Police, Saline County Sheriffs Dept, ATF and DEA.
Andy lives in Bowling Green, Kentucky with wife Sue Ann. Together they have two daughters who have blessed them with five grandchildren.
Rabbi Marie Betcher
We were blessed to have the warmth and support of Rabbi-Cantor Marie Betcher, an accomplished rabbi, cantor, education director and opera singer.
Betcher sang in concert in Carnegie Hall, the Kennedy Center, toured Sicily and England. New York University Recital Hall, The Ambler Music Festival in Philadelphia, Piccolo Spoletto in Charleston, SC, among many other venues. She has toured England and Sicily in concert performances. She was one of the winners of the Bellini International Opera Competition in Sicily.
Chaplain Terry Morgan
Chaplain Terry Morgan is an ordained minister and pastor at The Church of the Indwelling in Redding, California.
He has attained Master Chaplain Level with the International Conference of Police Chaplains and serves as Senior Chaplain/Executive Director at Gold Country Chaplaincy.
He also is a member of the International Critical Incident Stress Foundation..
Terry is currently lives in Redding, California with wife Phyllis.

Phillip LeConte
Co founder of the Police Chaplain Project, Phillip LeConte is a professional photographer and founder of two non-profits.
His work with police chaplains began in 2008 after meeting Chaplain David Fair.

After graduating from the University of Illinois, LeConte moved to Los Angeles, where he lent his modest “public relations” skills to the Stephen J Cannell series “21 Jump Street” and “Hunter”.
Phillip LeConte
As a feature writer for magazines, Phillip has conducted interviews with many creative artists and public figures, including Roy Scheider, Sally Fields, director Robert Benton and journalist Bill Moyers — who considered Phil’s to be “my favorite interview I did on that tour.” His feature article, “The Psychologist as TV Guide,” (April1986 issue of Psychology Today) introduced the public to network television’s use of psychological consultants. The article has been cited in various professional journals, as well as in the textbook Values and Knowledge by Terrance Brown.
In 1992, he founded the Junior Police Academy with his father, retired police officer Robert LeConte who died in 2000. Through JPA, LeConte authored educational programming that is used by police departments and schools nationwide, including the Austin Independent School District in Austin, Texas where he makes his home.
His photography has appeared in the Austin Business Journal, national and local publications and has sold at auction benefiting organizations, including the American Cancer Society and the Austin Museum of Art. His professional clients include Austin firms, Texas Alzheimer's Association, University of Texas and Texas State University.
