Norm Powers

School programs & community support

Norm Powers serves as the School Programs Coordinator for Law Enforcement Chaplaincy Sacramento (LECS), where he directs critical outreach initiatives designed to support young people, prevent youth trauma, and build positive community-police partnerships across the Sacramento region. His work connects public-safety chaplaincy with schools and neighborhood networks, extending the impact of first-responder support far beyond emergency scenes.

Youth Crisis Intervention and Prevention Programs

Through his leadership at LECS, Powers manages specialized, high-impact programs that bring trained chaplains and crisis resources directly to local students, educators, and families:

Kids in Crisis: Coordinating targeted support for young people facing acute trauma, sudden loss, domestic instability, or grief within the school environment.

Every 15 Minutes: Directing chaplain involvement in the powerful two-day multi-agency program that challenges high school students to consider the real-life consequences of driving under the influence and making destructive choices.

School Crisis Response: Deploying chaplains to schools during times of campus tragedy, line-of-duty loss affecting local families, or community-wide critical incidents.

Community Outreach and Field Presence

In addition to his campus-based leadership, Powers coordinates chaplain support at law enforcement DUI checkpoints throughout the region. Serving on scene alongside police officers and deputies, he provides a calm, reassuring presence for motorists, assists individuals in distress, and reinforces the community-oriented mission of law enforcement chaplaincy.

Through his management of proactive education and field outreach, Chaplain Norm Powers plays a vital role in keeping youth safe, strengthening school communities, and demonstrating the practical, everyday value of chaplaincy in action.
