Liz Brown
Law-enforcement spouse & family-support advocate
Liz Brown is a peer support advocate and community leader dedicated to supporting law enforcement families navigating trauma, critical incident recovery, and the unique stresses of life behind the badge. Her advocacy emerged out of personal tragedy in October 2014, when her husband, Sacramento County Sheriff's Deputy Scott Brown, survived a violent multi-county shooting spree that took the life of his partner, Deputy Danny Oliver.
Response to Tragedy and Building Spouse Support Networks
In the aftermath of the 2014 ambush and line-of-duty death, Liz recognized firsthand the severe emotional toll that critical incidents inflict not only on officers in uniform, but on their spouses and children at home. Seeing a critical gap in formal resources tailored specifically for law enforcement families, she partnered with Chaplain Mindi Russell of the Law Enforcement Chaplaincy Sacramento to bring police spouses together, forming a dedicated peer support network grounded in shared experience and confidential care.
Her work focuses on creating safe, structured communities where police families can process secondary trauma, discuss the hidden pressures of law enforcement life, and build lasting resilience.
The Police Chaplain Project and Family Resilience
In her feature interview with ChaplainUSA’s Police Chaplain Project, Liz Brown explores the systemic impact of line-of-duty trauma on the home environment. She articulates why officers’ families require an independent, strong community of their own—one that understands the silent weight of critical incidents, hypervigilance, and long-term recovery.
Key themes of her advocacy include:
Addressing Secondary Trauma: Helping spouses identify and navigate the psychological impact of critical incidents and severe stress experienced by their partners.
Creating Peer Networks: Establishing confidential, non-judgmental support groups where law enforcement families can connect and lean on one another.
Family-Centric Resources: Advocating for public safety agencies to include spousal and family wellness as a core component of overall officer retention and mental health initiatives.
Through her ongoing work with law enforcement chaplains and spouse support groups, Liz Brown remains a vital voice for family wellness, turning personal crisis into a lasting source of strength for first-responder families across the country.
