Carol Daly

Carol Daly

Law-enforcement pioneer & advocate for survivors

Carol Daly is a pioneering figure in American law enforcement whose 33-year career reshaped executive leadership and transformed victim-centered investigative practices across California. Rising through the ranks during an era when women faced substantial institutional barriers, Daly became the first woman appointed Undersheriff of the Sacramento County Sheriff’s Department and later served as the first woman to chair California’s Board of Prison Terms.

Breakthrough Leadership and Specialized Investigation

A 1975 graduate of the prestigious FBI National Academy, Daly established a reputation for combining rigorous, methodical detective work with deep operational empathy. Throughout her career, she specialized in investigating complex, high-stress violent crimes, including sexual assault, homicide, and crimes against children.

Her rise to executive leadership served as a landmark achievement for women in policing:

Sacramento County Sheriff’s Department: Rose through the ranks to become the agency's first female Undersheriff, directing high-level operations and agency policy.

California Board of Prison Terms: Appointed as the first woman to chair the state board, bringing investigative rigor and victim-advocacy perspectives to parole and sentence review decisions.

National Academy Pioneer: Advanced specialized investigative standards as an early female graduate of the FBI National Academy.

The East Area Rapist Investigation and Victim-Centered Care

During the late 1970s, as one of the lead investigators on the East Area Rapist task force—crimes later connected to the serial offender known as the Golden State Killer—Daly operated at the epicenter of one of the most terrorizing criminal sprees in American history.

Assigned to interview nearly every victim, Daly pioneered an approach that proved compassionate care and aggressive criminal investigation are mutually reinforcing. In an era when trauma-informed interviewing was rarely practiced, she focused on earning trust, restoring a sense of personal safety, and ensuring that survivors were treated with profound dignity. Her work established a fundamental truth in law enforcement: the human beings behind a case matter just as much as the case itself.

Ongoing Advocacy and Preservation of Historical Lessons

Daly’s commitment to survivor advocacy and institutional reform continued well past her retirement from sworn law enforcement service:

Phyllis’s Garden: Serves as a dedicated board member for this nonprofit organization, which provides specialized care, physical space, and ongoing resources to support sexual assault survivors through long-term recovery.

Golden State Killer Case Conversations: Joins fellow investigators and survivors in public forums, documentary panel discussions, and educational symposiums to preserve critical lessons regarding victim treatment, cold-case detective work, and investigative ethics.

Through her historic career as an executive leader, her landmark investigative work, and her continued advocacy, Carol Daly remains an enduring model of trauma-informed policing, resilience, and compassionate leadership.
