Chief Deputy Bobby Duvall (Ret.)

Law enforcement executive · Voice of purposeful leadership

Chief Deputy Bobby Duvall (Ret.) is a distinguished Texas law enforcement veteran whose multi-decade career spans state-level narcotics enforcement and executive leadership in county law enforcement. Prior to his tenure in county administration, Commander Duvall served as a high-ranking officer with the Texas Department of Public Safety (DPS), where he rose through the ranks to lead the agency’s Narcotics Service as Chief/Commander.

Texas Department of Public Safety & Major Case History

During his distinguished career with Texas DPS Narcotics, Commander Duvall directed major state and federal task force operations targeting large-scale drug trafficking organizations, cartel distribution networks, and illicit narcotics smuggling operations across the Lone Star State and along the Texas-Mexico border.

Under his leadership, the DPS Narcotics Division directed complex interdiction operations, undercover investigations, and multi-agency wiretap cases—substantially curbing the flow of illicit substances through major Texas transit corridors and resulting in high-profile federal prosecutions and major asset forfeitures.

Leadership with the Brown County Sheriff’s Office

Following his retirement from state service with Texas DPS, Duvall returned to public safety as Chief Deputy of the Brown County Sheriff’s Office. Serving as second-in-command alongside the legendary late Sheriff Bobby Grubbs, Chief Deputy Duvall brought state-level investigative rigor and administrative structure to county operations, establishing Brown County as a benchmark agency across Central Texas before taking his well-earned retirement from active duty.

Reflective Leadership and 9/11 Insights in the Police Chaplain Project

Chief Deputy Duvall’s participation in ChaplainUSA’s Police Chaplain Project offers a rare window into the moral philosophy and spiritual grounding of a high-level law enforcement executive. In addition to sharing operational wisdom, his archived field account—Above the World Trade Center—documents his reflections while aboard a commercial airliner flying past the smoking site of Ground Zero in September 2001, observing passengers process collective grief and concluding with a simple, enduring conviction: “The good and the noble things are worth fighting for.”

Reviewing his completed interview segment for the archive, Duvall offered a remarkably humble reflection on seeing his career and personal convictions captured on camera:

“In watching this, I realized this was the first time I’ve ever seen myself on video in this way. I was a little surprised and (humbly speaking), I was almost a little bit impressed with myself. To be honest, I sort of felt that after you looked it over, you would start over and search for a better person to address your subject matter.”

Duvall credited the probing interview style for drawing out the core principles that guided his decades of public service:

“I think my part came out well because of your thought-provoking questions. They sent my mind racing to principles which were passionate to me and perhaps spurred me to ‘speak to the matter’ a little better and, just for the moment, I was forgetting the camera and focused on the subject you probed me about.”

Lasting Legacy

From leading statewide narcotics enforcement with Texas DPS to guiding county deputies and sharing deeply human reflections after national tragedy, Chief Deputy Bobby Duvall’s legacy in the Police Chaplain Project provides rising officers, chaplains, and agency leaders with an authentic model of humble, principled, and courageous leadership.
